दूरसञ्‍चार ऐन, २०५३ को दफा ६२ ले दिएको अधिकार प्रयोग गरी नेपाल दूरसञ्‍चार प्राधिकरणले ऐनको दफा (३०) को उपदफा (४) वमोजिम ग्रामीण दूरसञ्‍चार विकास कोषमा जम्मा भएको रकम परिचालनको लागि ग्रामीण दूरसञ्‍चार विकास कोष परिचालन (कार्यविधि) विनियमावली, २०६४ वनाई सोहि विनियमावलीको विनियम (६) वमोजिम एक ग्रामीण दूरसञ्‍चार विकास कोष परिचालन समिति गठन गरेको ब्यहोरा सहर्ष जानकारी गराइएको छ। ग्रामीण क्षेत्रमा दूरसञ्‍चार सेवाको विकास र विस्तार गर्ने सन्दर्भमा उक्त समितिले तयार पारेको ग्रामीण दूरसञ्‍चार विकास कोष परिचालन सम्बन्धी अवधारणा पत्रको मस्यौदा [RDF65.01] यस प्राधिकरणको वेभ साइट www.nta.gov.np मा राखिएको छ। उक्त कोष परिचालन सम्बन्धी अवधारणा पत्रको मस्यौदा उपर यहाँहरुको कुनै राय, सल्लाह तथा प्रतिक्रिया भए सो मिति २०६५।३।२५ भित्र प्राधिकरणको निम्न ठेगानामा पठाइ सहयोग गरिदिनुहुन सम्बन्धित सवैमा प्राधिकरण हार्दिक अनुरोध गर्दछ।

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no.589 of August 31, 2002.

2. Government of Nepal has received a credit from the International Development Association toward the cost of Telecommunications Sector Reform Project, and it intends to apply part of the proceeds of this credit to payments under the contract for Supply, Delivery and Installation of VSAT Set, Backhaul Radio, WiFi, Routers and Other Accessories.

3. Nepal Telecommunications Authority (NTA), now invites sealed bids from eligible bidders for Supply, Delivery and Installation of VSAT Sets (5 sets), Backhaul Radios (10 sets.), WiFi (27 in nos.), Routers (6 in nos.), SM (2 sets) SIP phones (25), Multifunction machines (19); Ethernet Cable (6 bundles) and Other Accessories. These equipments are to be used in establishing ICT centers so as to increase the access of the people to ICT services.

4. Bidding will be conducted through the National Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, published by the Bank in January 1995 and revised in January and August 1996, September 1997 and January 1999 and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from NTA and inspect the bidding documents at the address given below from 2:00 PM to 4: 00 PM. The bidding documents can also be viewed at NTA website (www.nta.gov.np).

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee NRs.3000.00 for a complete set.

7. Bids must be delivered to the address below at or before 13:00 hour, 23rd June 2008. All bids must be accompanied by a bid security of US$1,400 or Nepalese Rupees (NRs.) 95,000.00 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below immediately after bid submission i.e. at 13:00 hour, 23rd June 2008. If the deadline specifies above falls on government holiday, the deadline shall be extended automatically to the next working day at the same time.

Nepal Telecom Authority (NTA) invites sealed bids from registered contractors for the Construction of Boundary Wall of NTA.

Eligible Bidders may obtain further information and inspect the bidding documents during office hours at the Nepal Telecom Authority, Tripureshwor

Bidding document may be purchased by eligible Bidders during office hours up to the 35th day of first publication of the notice on the submission of written request letter along with copies of the Bidder's Registration Certificate, Contractor's License Certificate, PAN registration and updated (F.Y. 064/065) tax clearance certificate, and upon payment of a non-refundable fee of NRs. 3000 (Three Thousand) from the NTA at Tripureshwor, Kathmandu.

Bid must be submitted to the following office on or before 14:00 hours (NST) not later than 36th day of the first publication of this notice. Documents received after this deadline will not be accepted.

The Bids Document shall consist of nine Volumes (viz, Technical B id Document (Section III) and FINANCIAL BID DOCUMENT (Section I ,II ,IV, V, VI, VII, VIII & IX) to be submitted in single sealed envelope.

Copy of each document (TBD & FBD) shall be submitted in two separate sealed envelopes on original and one copy clearly indicating in envelope "Original" and "Copy"

Both Technical & Financial bids will be opened in the presence of Bidder's representative who choose to attend at the Nepal Telecom Authority, Tripureshwor, Kathmandu at 11:00 hours (NST) on the next day of last submission date.

The opening of the bids will not be postponed if the bidders or their representatives are absent.

Bids must be valid for a period of 90 days after bid opening and must be accompanied by Bid Security of Nepalese Rupees NRs. 75,000.00 ( Seventy Five Thousand Only) valid for 120 days after the date of bid opening.

If the last date of purchasing submission and opening falls on a government holiday then the next working day shall be considered the last day.

Bidders are required to visit the site and assess the actual site conditions before submitting their bid.

The contract is subject to VAT. So, the bidder shall specifically mention the amount for VAT, in the priced Bill of Quantities (BOQ) at a rate as per prevailing Government of Nepal (GON) Financial Act, Rules and Regulations. If VAT is not specifically mentioned in the priced BOQ, it is assumed that the Item rate quoted by the bidder includes the amount for VAT and bid evaluation shall be carried out accordingly.

A pre-bid meeting will be held on 20th day of first publication of this notice at 11:00 AM at the following address. All bidders are encouraged to attend this meeting.

Technical proposal will be evaluated as per clause 66 sub- clause 14 of GON Financial Administrative Rule 2056 (latest amendment- 2060). The main basis of evaluation criteria is distributed in sub heading as below. The detailed criteria of evaluation to qualify have been mentioned in bid documents:

i) Work Experience
ii) Technical man power
iii) Equipment and other accessories
iv) Financial Capability

Any other matters will settled as per Financial Administrative Rule -2056 of GON (latest amendment-2060)

NTA reserves the right to reject or accept any of the tender or parts thereof without assigning any reasons whatsoever.

नेपाल सरकारको नेपाल राज्यका सबै दुर्गम तथा अति दुर्गम क्षेत्रमा दूरसञ्‍चार सेवा पुर्‍याउने लक्ष्य अनुरुप नेपाल सरकारले २०६४ भाद्र १० मा राजपत्रमा सूचना प्रकाशित गरी खुला गरेको "आधारभूत दूरसञ्‍चार सेवा" संचालनको लागि प्राधिकरणद्वारा भाद्र १८, २०६४ मा अन्तर्राष्ट्रिय स्तरमा विज्ञापन प्रकाशन गरी वोलपत्र आव्हान गरिएकोमा कार्तिक ११, २०६४ सम्म निवेदन परेका निवेदनहरु मध्ये ९५% नेपाली लगानी, पाकिस्तान मोवाइल कम्युनिकेशन लिमिटेड, पाकिस्तानको ३% र सेवा टेलिकम (प्रा.) लि., वंगलादेशको २% शेयर रहेको संयुक्त लगानीमा दर्ता भएको नेपाल स्याटेलाइट टेलिकम प्रा. लि. लाई आज "आधारभूत दूरसञ्‍चार सेवा (Basic Tleecommunications Service) संचालनका लागि प्राधिकरणबाट अनुमतिपत्र जारी गरिएको व्यहोरा र्सवसाधारणको लागि जानकारी गराइन्छ।

उपरोक्त कम्पनीले अनुमतिपत्र दस्तुर पच्चिस लाख र पर्फरमेन्स ग्यारेण्टी वापत पचास लाख प्राधिकरण समक्ष पेश गरेको छ।

कम्पनीले पालना गर्न पर्ने शर्तहरु निम्न बमोजिम रहेका छनः-

१. अनुमतिपत्र प्राप्त गरेको १५ महिनाभित्र मुख्य नेटवर्क मध्यपश्चिमाञ्चल विकास क्षेत्रमा स्थापना गरी सो क्षेत्रका (हालसम्म टेलिफोन सेवा नपुगेका २७३ गा.वि.स.) २७३ (गा.वि.स.) स्थानमा प्रत्येक गा.वि.स.मा कम्तिमा २ लाइन सेवा स्थापना र संचालन गर्नुपर्ने साथै उक्त विकास क्षेत्रका ५० प्रतिशत क्षेत्रमा माग गरेका वखत (On-demand) टेलिफोन सेवा दिन सक्ने गरी नेटवर्किङ्ग विस्तार गर्नु पर्ने।
२. अनुमतिपत्र प्राप्त गरेको ३० महिनाभित्र मध्य पश्चिमाञ्चलको ५० प्रतिशत भू-भागमा नेटवर्किङ्ग सम्पन्न गरेपछि पश्चिमाञ्चल र सुदुरपश्चिमाञ्चल विकास क्षेत्रका ग्रामीण र सहरी क्षेत्रमा समान ढंगलेसेवा विस्तार गर्न पाउने।
३. सुदुर पश्चिमाञ्चल/पश्चिमाञ्चल विकास क्षेत्रमा सबै गा.वि.स. र नगरपालिकामा मागेका वखत टेलिफोन सेवा दिन सक्ने गरी नेटवर्क क्षमता स्थापना गरेपछि नेपाल राज्यका अन्य क्षेत्रमा सेवा विस्तार गर्न पाउने।
४. मध्यपश्चिमाञ्चल विकास क्षेत्रका (हालसम्म टेलिफोन सेवा नपुगेका) २७३ गा.वि.स.का कम्तिमा दुई लाइन टेलिफोन सेवा स्थापना र संचालन गरेपछि अलग स्वीकृति लिई अन्तर्राष्ट्रिय दूरसञ्‍चार सेवा संचालन गर्न पाउने।

Public notice on VoIP and Internet Telephony (, 2008)

भि.ओ.आइ.पि. (VoIP) तथा इन्टरनेट टेलिफोनी (Internet Telephony) सञ्चालन सम्बन्धी जरुरी सूचना

भि.ओ.आइ.पि. (VoIP) तथा इन्टरनेट टेलिफोनी (Internet Telephony) सञ्चालन गर्ने सम्बन्धमा नेपाल दूरसञ्चार प्राधिकरणबाट निम्नानुसार व्यवस्था गरिएको हुँदा सोही अनुसार दूरसञ्चार सेवा सञ्चालन एवं उपभोग गर्नुहुन र्सवसाधारण सवैको जानकारीको लागि यो सूचना प्रकाशित गरिएको छ ।

(क) VoIP सम्बन्धमा
नेपाल दूरसञ्चार प्राधिकरणबाट अन्तर्राष्ट्रिय दूरसंचार सेवा संचालनको अनुमतिपत्र प्राप्त गरेका संस्थाहरु (नेपाल दूरसञ्चार कम्पनी लिमिटेड, यूनाइटेड टेलिकम लिमिटेड, स्पाइस नेपाल प्रा.लि., एस.टि.एम. टेलिकम सञ्चार प्रा.लि.) लाई मात्र VoIP प्रयोग गरी International Subscriber Dialing(ISD) (अन्तर्राष्ट्रिय दूरसंचार सेवा) सेवा सञ्चालन गर्न अनुमति प्रदान गरेको हूँदा उपभोक्ताहरुले त्यस्तो संस्थाहरुबाट मात्रै उपलब्ध गराइने VoIP सेवा उपभोग गर्न सक्नेछन्।

(ख) इन्टरनेट टेलिफोनी सम्बन्धमा
प्राधिकरणले इन्टरनेट सेवा प्रदायकहरुलाई आंफै वा Reseller मार्फत ग्राहकहरुलाई निम्नानुसार सेवा प्रदान गर्न अनुमति प्रदान गरेको छः-

(१) नेपालमा रहेको कम्प्युटर वा इन्टरनेट टेलिफोन गर्ने सेटबाट इन्टरनेट मार्फ नेपाल भित्र वा नेपाल बाहिर अन्य देशमा रहेको अर्को कम्प्युटर वा इन्टरनेट टेलिफोन गर्ने सेटमा फोन गर्न गराउन सक्ने।
(२) नेपालमा रहेको कम्प्युटर वा इन्टरनेट टेलिफोन गर्ने सेटबाट इन्टरनेट मार्फ नेपाल बाहिर अन्य देशमा रहेको जुनसुकै टेलिफोनमा फोन गर्न गराउन सक्ने ।

इन्टरनेट टेलिफोनी गर्दा गर्न/गराउन नहुने कुराहरु

(१) इन्टरनेट टेलिफोनी सञ्चालन गर्दा आगमन कल (Incoming Voice Call) लाई PSTN/Mobile/CDMA जस्ता फोनहरुमा जोडी Terminate गर्न पाइने छैन ।

(२) इन्टरनेट टेलिफोनी सञ्चालन गर्दा नेपाल भित्र रहेको कुनैपनि PSTN/Mobile/CDMA जस्ता फोनहरुमा जडान गरी फोन गर्न गराउन पाइने छैन ।

नोटः- यस सम्बन्धी थप जानकारी आवश्यक भएमा प्राधिकरणमा सम्पर्क गर्नुहुन अनुरोध छ ।

§ This request for Expressions of Interest follows the updated General Procurement Notice for this project that appeared in Development Business No. 589 of August 31, 2002.
§ The Government of Nepal has received a credit 3581-NEP from the International Development Association (IDA) toward the cost of Telecommunications Sector Reform Project and intends to apply part of the proceeds of this credit to payments under the contract for consulting services for technical assistance under the project.
§ The main objective of the consulting services is to build capacity in NTA so that it is able to provide timely response to and address issues of an evolving regulatory agenda in this rapidly changing field of information and telecommunications technologies and services.
§ To achieve above objective, NTA needs to enhance the capacity of its staffs in specific areas including:
o Principles of effective regulation with emphasis on the economics of telecommunications and price controls
o Regulations on licensing, tariff and interconnection
o Competition policy and law enforcement
o Universal service
o Management of limited resources including Numbering and Spectrum usage
o Convergence and NGN
o Quality of service monitoring
o Public consultation
o Consumer Protection
§ The consultants are also expected to provide NTA staffs with the opportunity to learn from off-site visit programs such as regional and international experiences/practices and conferences/ seminars/workshops.
§ The specific role of the consultant is clearly indicated in the TOR for the assignment which is available at http://www.nta.gov.np/public notice.html
§ NTA now invites expressions of interest (EoI) from eligible consulting f
