Nepal Telecommunications Authority has entered into Eleventh year of its operation after completing 10 years of service on the 20th of Falgun 2064

Background

Using liberalization policy and involving the private sector in a competitive environment for the development and expansion of telecommunication sector in Nepal, then his Majesty's Government of Nepal 's (cabinet) decision dated 2052/9/10 B.S. (December 25, 1995 A.D.) has initiated the involvement of the private sector in the development of the telecommunication services. To make this work more systematic and regular, Telecommunication Act 2053 B.S.(1997 A.D.) and Telecommunication Regulation 2054 B.S. (1998 A.D.) has been implemented as a legal support and with the obligations in aforesaid Act and Regulation, work has been initiated by establishing Nepal Telecommunications Authority as an autonomous regulatory body on 2054-11-20 B.S. (March 4, 1998 A.D.).

Our Aim

  • To make the telecommunications service reliable and easily available to the public.

  • To make necessary arrangement to avail basic telecommunications service and facilities in all rural and urban areas throughout Nepal.

  • To protect the rights and interests of consumers by ensuring the provision of quality service.

  • To make arrangement for the coordination and healthy competition among the persons providing Telecommunications Service and facilities.

अन्तरआबद्धता
दूरसञ्चार ऐन, २०५३ को दफा ३१ अनुसार दूरसञ्चार सेवा सञ्चालकले सेवा संचालन गर्दा आफुले विकास गरेक दूरसंचार प्रणाली अर्को अनुमतिपत्र प्राप्त व्यक्तिले विकास गरेको दूरसंचार प्रणालीसग परस्परमा जोड्न र प्रयोग गर्न पाउने व्यवस्थानुसार नेपाल दूरसञ्चार प्राधिकरणले दूरसञ्चार ऐन, २०५३ को दफा ५२ अनुरुप
Interconnection Guideline IG 065 01 पारित गरी मिति २०६५।१।१९ देखि लागु हुने निर्णय गरेको छ। हाल प्रचलनमा रहेक Interconnection Guideline सोही मिति देखि खारेज गर्ने भएको छ। उपरोक्त निर्देशिकानुसार,

१. प्रत्येक सेवा प्रदायकले आफुसंग अन्तरआबद्धता गर्ने सम्बन्धमा नयाँ निर्देशिका लागु भएको मितिबाट १२० दिन भित्र
RIO (Reference Interconnection Offer) तयार गरी प्राधिकरणमा स्वीकृतिको लागि पेश गर्नु पर्ने।
२. अन्तरआबद्धता माग गरेक अवस्थामा अन्तरआबद्धता सम्बन्धी संझौता ३ महिना भित्रमा गरी सक्नु पर्ने।
३. एक सेवा प्रदायक र अर्को सेवा प्रदायक बीच अन्तरआबद्धता संझौता दर्ुइ किसिमबाट गर्न सकिन्छ।
(क) एक आपसमा सहमति गरेर।
(ख) एक सेवा प्रदायकले तयार गरेको
Reference Interconnection Offer लाई अर्को सेवा प्रदायकले सहमति गरेर।
४. एक सेवा प्रदायकले अर्को सेवा प्रदायकलाई तिर्नुपर्ने अन्तरआबद्धता शुल्क
(Interconnection Charge) Interconnection Guideline IG 065 01 मा तोकिएको दर भन्दा नबढ्ने गरी एक आपसमा सेवा प्रदायकहरुले तय गर्न सक्ने।
५. अन्तरआबद्धता सम्बन्धी बिबाद भएमा निम्नानुसार समाधान गरीने प्रावधान छः-
(क) दुई सेवा प्रदायक बिच
Working Group गठन गरी।
(ख) त्यसबाट समाधान नभए दुई सेवा प्रदायक बिच उच्चस्तरिय
(CEO/MD) Level बाट समाधान गर्ने ।
(ग) त्यसबाट पनि समाधान नभए नेपाल दूरसञ्चार प्राधिकरण मार्फ समाधान हुने।

अनुमतिपत्र
नेपालमा ICT विकासको लागि ग्रामीण क्षेत्रमा इन्टर्नेट सेवा संचालन गर्न चाहने व्यक्तिलाई अनुमतिपत्र दस्तुर रु. १०० लाग्ने व्यवस्थानुसार देहायका निवेदकलाई तपसिल बमोजिम स्थानमा इन्र्टर्नेट सेवा संचालन गर्न र
VSAT Use गर्न अनुमतिपत्र जारी गर्ने निर्णय गरिएको छ।
 

(क) इन्र्टर्नेट सेवाको लागि

(१) Beyond Himalaya Broadband Internet Service सेवा स्थापना र संचालन गर्ने स्थान मनाङ, चामे गा.वि.स
(२) डोल्पो वातावरण संरक्षण केन्द्र, डोल्पा दुनै

(ख) VSAT USer को लागि

३. म्याग्दी संचार प्रा.लि. म्याग्दी
४. सोभीना नेर्टवर्क प्रा.लि., उदयपुर, आपटार

ADSL Tariff
नेपाल दूरसञ्चार कम्पनी लिमिटेडबाट शुरु गर्न लागेको ADSL प्रविधिमा आधारित इन्टर्नेट सेवाको महशुल दर प्राधिकरणबाट स्वीकृत गरिएको छ। साथै हाल नेपाल दूरसञ्चार कम्पनी लिमिटेडको
Internet Leased Line Connectivity Rate Symmetrical Bandwidth को Mbps बराबर ७६,०००।०० को तुलनामा प्रस्तावित ADSL सेवाको प्रयोजनका लागि Bandwidth कम मूल्यमा खरिद गरेको देखिएकोले Internet Leased Line Connectivity Rate Symmetrical Bandwidth को मूल्यलाई पुनरावलोकन गर्नु र प्राधिकरणमा दर्ता नं. २५ देखि २९ सम्मका वर्ल्डलिंक कम्यूनिकेशनस् प्रा.लि. समेत निवेदकहरु र नेपाल दूरसंचार कम्पनी लिमिटेड विपक्षी भएको भेदभावपूर्ण व्यवहार रोकी पाउ भन्ने विषयमा भएको निर्णयानुसार कार्यान्वयन गर्न निर्देशन गरिएको छ। ADSL को शुल्क देहाय बमोजिम स्वीकृत गरिएको छः-

Main features of New Interconnection Guideline

1) There are two options for entering into Interconnection Agreement (IA)

a)      Negotiating and establishing in good faith, with another licensee

b)      Enter into an IA with another licensee by accepting another licensee's RIO.

2)      Each licensee must conclude and execute the interconnection Agreement within three months from the date of the interconnection request.

3)      Existing licensee shall renegotiate the Interconnection Agreement and arrangement to ensure that the agreement and arrangement comply with this new guideline within 90 days from the date of the coming into force of this new Interconnection Guidelines.

4)      Each licensee is required to develop a RIO and must submit to the NTA for approval within 120 days from the effective date of this interconnection guideline.

Interconnection Usage Charge:

                                             i.            Port Charge: It is the charge payable by the Interconnection Seeker to the Interconnection Provider.

            Port charges on pro rata basis (Rs)

Outgoing: The international gateway operator will receive75% of the retail tariff.

v. SMS: NRs. 0.27 per SMS.

Cat. A:   Calls terminated in Kathmandu Valley (Area Code 01), Morang (Area Code 021), Kaski (Area Code 061) and Parsa (Area Code 051) districts.

  The operators may fix their own mutually agreed Interconnection Charges. However, the Interconnections Charges shall not exceed the rates mentioned above.
